These conditions apply whenever someone browses a page, reads the material, or uses a search tool on Franklin County Criminal History. Continued use means acceptance of every term below. Anyone who does not agree should stop using the site.

NO FCRA USE. This privately operated website has no connection to Franklin County, New York, or any other government body. The site and its advertising partners do not provide a service for credit, employment, tenant, or insurance decisions, or for any other purpose regulated by the Fair Credit Reporting Act (FCRA). Franklin County Criminal History is neither a private investigation firm nor a consumer reporting agency.

1. What This Website Is

This is a private reference site operating independently of government. It does not hold official records, obtain records for visitors, conduct official checks, or submit forms on a visitor's behalf.

Its function is to identify the Franklin County Sheriff's Department, the proper courts, DCJS, the New York State Sex Offender Registry, and other official channels that maintain different records. Some pages also connect to outside research tools.

2. Rules for Using This Site

Use is permitted only if the visitor agrees not to:

  • Use automated bots, scrapers, or similar collection tools on the pages
  • Interfere with access, site speed, or service available to other visitors
  • Attempt unauthorized entry into any system or protected area
  • Use site information to threaten, stalk, or harass a person
  • Rely on the content for hiring, housing, credit, or insurance decisions
  • Violate a local, New York, or federal law

3. No Harassment, Stalking, or Discrimination

No one may use information from the site or a linked tool to stalk, intimidate, threaten, harass, or discriminate. Misuse can also violate the law. New York Correction Law Article 6-C governs the New York State Sex Offender Registry, and DCJS warns that registry information must not be used to harass or commit a crime. The registry supports lawful public-safety awareness, not confrontation, retaliation, or discrimination.

4. We Are Not a Consumer Reporting Agency

Franklin County Criminal History is not a consumer reporting agency under the FCRA and produces no credit report, background check, or consumer report. Its partners do not offer tools through this site for FCRA-regulated screening. Information found here or through a linked tool must not be used to:

  • Make an employment decision
  • Evaluate a rental or housing application
  • Set insurance terms or assess credit
  • Determine eligibility for a license, permit, or public benefit
  • Carry out any other action governed by the FCRA

A person with a legally authorized need for such a report must use an appropriate official process or a service that complies with the FCRA.

5. No Legal Advice

The content is general information, not legal advice. It cannot determine how a charge, conviction, warrant, or New York record-sealing rule applies to a specific person. A licensed New York attorney should answer case-specific legal questions.

6. No Warranties

All material and services are supplied "as is." No promise is made that:

  • A partner search result will be complete or correct
  • The service will remain available without interruption
  • Every page is free from errors or security weaknesses
  • All information is current, complete, or accurate

Criminal records can change as charges are filed, reduced, dismissed, corrected, or sealed. Gaps and delays are possible. No site content is an official statement from the sheriff, a court, DCJS, or another government office.

7. Third-Party Services and Links

Links can point to county offices, New York court systems, state agencies, legal resources, and private services. The destination is independent and beyond this site's control. Its availability, prices, data practices, accuracy, and content are its own responsibility. Review the destination's terms before use.

8. Intellectual Property

Franklin County Criminal History or its content partners own the site's text, code, graphics, and logos. No one may reproduce, alter, distribute, or create derivative material without prior written permission.

9. Limits on Our Liability

To the maximum extent allowed by law, the operator is not liable for loss or damage arising from site use, a linked service, or reliance on information obtained through either.

10. Indemnification

A visitor agrees to indemnify and hold the operator harmless from a demand, claim, or proceeding caused by the visitor's use of the site or violation of these terms, including related legal costs.

11. Governing Law

New York law governs these terms. Any proceeding tied to site use must be brought in a court located in New York. Public-agency records remain governed by the New York Freedom of Information Law where applicable, and Executive Law § 837 controls authorized DCJS criminal-history dissemination.

12. Changes to These Terms

The operator may revise these terms. A revised version becomes effective when it is posted on this page.

13. Cutting Off Access

The operator may suspend or end access at any time, with or without notice.

14. Severability

If one provision is held invalid or unenforceable, the remaining terms continue in effect. The affected provision will be narrowed only as much as necessary.
